International Selkirk Loop 
The Port of Pend Oreille, dba Pend Oreille Valley Railroad (POVA) is a non-taxing government entity focused on driving economic prosperity in Pend Oreille County. In 1979 the county’s citizens voted to create the Port to continue operating a historic and economically important railroad. Since then, we’ve done that and much more. Today, the Port serves as the County and Washington State’s Associate Development Office (ADO). The United States, unlike many other countries, doesn’t have a national port authority. In keeping with the U.S. Constitution, port authority is spread across federal, state and local governments.
